Smez-fyin Ner (/smez/ /fjin/ [passenger] [bastard]) is a subtropical Large Town located in the Rúpoůj Aysh Moot of the Viceroyalty of Rosid.

The name Smez-fyin Ner is derived from the Wood Elvish language, as Smez-fyin Ner was founded by Shraksea Payne Zienra, who was culturaly Wood Elven.

Climate

Smez-fyin Ner has a yearly average temperature of 13°C (55°F), with its average temperature during the summer being a warm 26°C (78°F) and its average temperature during the winter being a freezing 0°C (32°F). Smez-fyin Ner receives an average of 222 cm/y (87 in/y) of precipitation, most of which comes in the form of snow during the pleasantly short winter months. Smez-fyin Ner covers an area of nearly 7 km2 (2 mi2), and an average elevation of 2688 m (8818 ft) above sea level.

Overview

Smez-fyin Ner was founded durring the early 13th century in spring of the year 1202, by Shraksea Payne Zienra. The establishment of Smez-fyin Ner suffered from several major issues, resulting in the need to develop many solutions to basic problems. Problems such as a lack of fresh water, logistical support, poor quality tools, and the odd monster or two. Howeaver, these were overcome in time.

Smez-fyin Ner was built using the conventions of Wood Elven durring the early 13th century. Naturaly, all settlmentss have their own look to them, and Smez-fyin Ner is no diffrent. The town's buildings feature waddle and daub construction with good timber frames and a stone foundation protected by thatched or shingled rooves. Most buildings with second floors are built in such a way as to overhang into the streets on the upper floors for more space, as building size seems to be the primary indicator of wealth within the community. Most buildings are not decorated with any integral features, but instead use ivy, flowers, and other natural elements in planters of on trellices to breathe life into the structure they grow upon.

Smez-fyin Ner is buildings are arranged arrounded highly ordered system of narrow paverstone streets which form octogonal paterns, allowing the incides of the octagons to be common grounds for the buildings on the edges, be it for parkland, yardspace, plazas, or markets. The town emploies a series of defencive earthworks, spikes, and fences to provide some protection against wild beasts and smaller groups of intelegent foes. The minimaly adiquite have not been wellmaintained over the years, and while functional are in dire need of some loving care and perhapse light renovation.

A look around Smez-fyin Ner is like looking into a university’s plaza on the day before an exam. People rush about to-and-fro. Discarded scrolls and quills are dotted around town. In spite of many locals discussing academic topics, there’s little sign of any organized groups for any of that talk. Infact, the town seems disordered in general with everything scattered helter skelter about.

Civic Infrastructure

Smez-fyin Ner has an Office of Civil Groundskeeping, which works to enforce local ordinances relating to the construction and upkeep up of all plant life, water features, and other natural decorations within Smez-fyin Ner. They are also responsible for the maintenance of these features. Notably, the OCG is not responsible for Smez-fyin Ner's parks.

Smez-fyin Ner has an Office of Civil Vicary, which is responsible for providing a livelyhood for all officialy recognised religious figures within Smez-fyin Ner.

Smez-fyin Ner possesses a Galvanic Power Grid, which brings galvanic current to most if not all buildings in town, and permits a great many consumer goods to function within the Large Town. Smez-fyin Ner's grid is powered by a direct leyline tap.

Smez-fyin Ner's old civil lighting system was converted to Galvanic Lamps recently, and expanded to provide nighttime illumination to all city streets.

Smez-fyin Ner has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands. They are not to be confused with the Office of Civil Groundskeeping as they do not hold authority over nor responsibility for Smez-fyin Ner's natural decorations nor waterways.

Smez-fyin Ner has a Guild of Roadworkers, who are responsible for maintaining the roadways and public paths within town. They also have the duty of enforcing all civil laws relating to the roadways.

Smez-fyin Ner has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.

Smez-fyin Ner has a public septic system, which allows its citizens to have indoor bathrooms. The septic system is overseen by the League of Sewerkeepers, who posses the legal authority to enforce all laws relating to the septic system, and are also tasked with its maintenance and upkeep.

Cultural Notes

The locals have cut a deal with some unspeakable entity, trading some form of tribute (benign of horrific) in exchange for the being’s forbearance or assistance. Outsiders may be ignorant of the bargain, or they may know that the community is in thrall but be too fearful of its master to take action against them. The creature likely serves as a protector as well as a tyrant, so the locals may be content with the deal even if it doesn’t offer any further inducement or aid.

Smez-fyin Ner's mayor's house was built using a different architectural style from the rest of the town. The style used is best known for its functional shapes, abstract shapes used sparingly for decor, simple color schemes, holistic design, and basic industrial materials. Its simple designs were created to be beautiful, functional, and mass-producible. The style used little to no embellishment or ornamentation, instead drawing attention to the streamlined design, such as flat roofs to create a simple, geometric look. The simplicity masks the style's nearly sinister functionality, as every last feature is designed to guide the people living in the building in how to make the most efficient use of the structure.

In Smez-fyin Ner sometimes, near one of the seasonal solstices, the sun appears to split into three and it rains from a clear sky for several hours.

Smez-fyin Ner's citizens partake in a curious ritual relating to their local kami. It takes place in winter and involves sacrificing an animal to channel Invocation energies of tier 1 via singing.
